Deputy Chief Ricky Jackson, Norman Police Department 

 

Deputy Chief Ricky Jackson is a career professional with 35 years of law enforcement experience. He is a graduate of the Norman Police Departments 24h Police Academy. He’s worked a variety of assignments over the years, working his way up the ranks from patrol officer, to detective with over 19 years experience as a major case investigator, assigned to investigate the following crimes; Homicides, Sexual Assault, Child Abuse and Exploitation, Robbery, Financial Crimes, Auto Theft and a variety of property crimes . He was active on SART (Sexual Assault Response Team), CART (Child Abuse Response Team), MAFIA (Metro Area Fraud Investigators Association) and Metro Area Sex Crimes Association. As an investigator he implemented many procedures and programs, most notably Norman Police Department’s first sexual offender registration program.

Jackson promoted to Lieutenant in 2010, where he was assigned as Patrol Supervisor in the Operations Bureau. In this command, he supervised officers assigned to the patrol divisions I and III. Simultaneously he was  tasked as coordinator for the Honor Guard and Peer Support teams. Jackson was later assigned to the agency’s Criminal Investigations Section where he supervised the following units; Major Crimes Unit, Property Crimes Unit, and the Property / Custody Section. In 2015, Jackson promoted to the rank of Captain where he was assigned as commander over Criminal Investigations and Staff Services Division. In this assignment, his primary duties were oversight and supervision of CJIS (Criminal Justice Information System), Records Section, Training section, Personnel Section and facility maintenance of the main police department. As the Criminal Investigations Division commander, he was tasked with managing the following investigative sections; Criminal Investigations, Special Investigations, Property and Forensic Crime Lab. He was also facility manager for the Norman Investigations Center (NIC) and Special Investigations facilities.

In October 2018 Jackson promoted to the position of Major and was assigned as Bureau Commander over the Operations Bureau. The Operations Bureau is the largest bureau in the agency which encompassed the following Divisions and sections; Patrol and Uniform Support Divisions, and Community Outreach, Traffic, Parking and School Resource Sections.  

Jackson served on the following Special Teams and Units during his career; SWAT, Defensive Tactics, Sexual Offender Registration, Street Crimes Unit, Crisis Intervention Team, Recruiting, Awards Committee and Honor Guard. He’s served as Commander over the following Special Teams and Units; SWAT, Hazardous Device Unit, Honor Guard, Defensive Tactics, Firearms, Physical Fitness, Canine, LEDT, Crisis Intervention Team (CIT), Peer Support Unit (PSU) and Chaplains.

Jackson promoted to Deputy Chief in 2020, which is the second highest command at the department. He has an Associates Degree in Corrections from Oscar Rose Junior College and a Bachelors of Arts Degree from the University of Oklahoma in Criminal Justice. He is a graduate of the following leadership programs;  Leadership through Police Organization (LPO), Leadership Norman 2016 (LN16) and the Senior Management Institute for Police (SMIP) Class OF 74. He was a 34 year member of FOP Lodge  122, Vice President of the Oklahoma City Metro Black Police Association, a member of the National Black Police Association, the National Organization of Black Law Enforcement Executives (NOBLE), International Association of Chiefs of Police (IACP) and Police Executive Research Forum (PERF). Jackson has served on the following non-profit organizations; The Women's Resource Center (of Norman), Big Brothers Big Sisters (Norman -as a resource board member and mentor), The Virtue Center and Warriors Rest Foundation.
